Unable to Find Deleted Content in User's Trash Folder (Doc ID 2238120.1)

Symptoms

An item is deleted from a Folder, but it is not found in the User's Trash folder.

This Note was followed to make sure the correct Trash Folder was being viewed, but the item does not display:

<Note 2190987.1> - Unable to unexpire content listed on Expired Content page. Get error: "You are not allowed to create, modify or browse item(s) under trash folder."
