No Data Generated for Identity Audit When Base Selection Is Set to All Users (Doc ID 2238229.1)

Symptoms

When attempting to use the Identity Audit functionality, with a scan Definition where the Base Selection value is "All Users" or "All Organizations", no user is considered in the scan.

Identity Audit works properly only when the in Scan Definition, the Base Selection value is "Selected Users"
