weblogic.management.configuration.ConfigurationException: Failed to load identity keystore of type kss from file (Doc ID 2238408.1)

Symptoms

Create new Identity and trust KSS keystores in EM console (for instructions refer: https://docs.oracle.com/middleware/1212/owsm/OWSMS/configure-owsm-messageprotection.htm#OWSMS5942)

Configure CustomIdentityAndCustomTrust SSL in WLS Admin console.

Restart the server. The server fails to listen on SSL port and throws the following error:
