Default Date Format In ServerLog Is Changed In WLS 12.2.1.1.0 With Japanese Locale (Doc ID 2238627.1)

Symptoms

Default date format in ServerLog is changed on WLS 12.2.1.1.0 with Japanese locale.

WLS 12.2.1.0.0:

<2017/02/23 10時35分44秒 JST>

* 時 is \u6642, it means hour.
* 分 is\u5206, it means minute.
* 秒 is \u79D2, it means second.

With Japanese Locale, above characters are glyph of KANJI.

With Chinese locale, 时 is used \u65F6 that means hour, min and sec are using same glyph with Japanese locale.


WLS 12.2.1.1.0 and 12.2.1.2.0:

<2017/02/27, 11:04:24,254 午前 JST>

* 午前 is \u5348\u524D (it means AM)

It seems locale's delimiter is not honored and milliseconds are added.
