Default Date Format In ServerLog Is Changed In WLS 188.8.131.52.0 With Japanese Locale

Default date format in ServerLog is changed on WLS 220.127.116.11.0 with Japanese locale.

* 時 is \u6642, it means hour.
* 分 is\u5206, it means minute.
* 秒 is \u79D2, it means second.
With Japanese Locale, above characters are glyph of KANJI.
With Chinese locale, 时 is used \u65F6 that means hour, min and sec are using same glyph with Japanese locale.
WLS 18.104.22.168.0 and 22.214.171.124.0:

* 午前 is \u5348\u524D (it means AM)
It seems locale's delimiter is not honored and milliseconds are added.
