Goal

When using the EBS UM reconciliation and reconciled users with supplier-linked accounts and responsibilities, the reconciliation generated separate recon events for each combination of supplier and responsibility.  When those events were processed, they were treated as separate updates to the EBS account and the individual entitlements overlaid each other -- resulting in only a single responsibility entitlement (the last one) assigned to the user.  For non-supplier accounts and responsibilities, the reconciliation generated a single recon event with a list of responsibility entitlements, and all entitlements were assigned to the user as expected.

How can the one get supplier-linked entitlements to reconcile in a single recon event and get a complete list of those entitlements assigned to the user?
