In IE 11 Commits the Form when a User Enter key not Creating New Line on RTE (Doc ID 2239031.1)

Symptoms

After applying Patch 25308914, the ENTER key does not create new line on RTE
when you immediately start typing on it.

If you press a button in the RTE toolbar like RTE Mode, or Clear Style or
Text Color, then pressing ENTER key behaves normally creating a
newline/carriage return.
