"Currently There Is An Active Catalog Cart" Message When Requesting a Catalog Item (Doc ID 2239036.1)

Symptoms

User are unable be to submit a new request when the cart tab is already opened. The following message is seen:

Currently there is an active catalog cart. Please close that cart to proceed with this request

 
Is it possible to have user to be able to submit a request even when the cart tab is opened?
