Errors While Opening Requests Which Are Created With IS_REQUESTABLE Field Set To 0

When the IS_REQUESTABLE flag is set to 0, catalog item is not requestable and IS_REQUEST ABLE is set to 1 catalog item is requestable from the catalog UI.
However, this flag is applicable in the UI layer only...
If IS_REQUESTABLE is set to 0, the item is not searchable in the catalog and hence it can't be requested because it will not be visible in the catalog.
However, it is possible to request for that item form the API client(Java program that invokes the request APIs directly) or SPML or some other client other
than UI. Because, it's possible to create a request for the item for which the flag IS_REQUESTABLE is set to 0, other activities such as opening the request details page for those requests, searching
for that item through catalog search() API's etc. cause issues.
