"Run in Background" Button is Missing in the 'Run Script' Page in APEX 5.1 (Doc ID 2239288.1)

Symptoms

Unable to run SQL Workshop scripts in the background after upgrading to APEX 5.1.

The "Run in Background" button is missing in the Run Script page.

To reproduce the issue:
- Navigate to SQL Workshop -> SQL Scripts.
- Open the script you want to execute in the Script Editor.
- Click Run in the Script Editor. The Run Script page appears.
- The Run Script page has only two controls in APEX 5.1:
'Cancel' and 'Run Now'. There is no 'Run in Background' control.
