OIM User Create Fails Because OrclActiveStartDate Set In Reservation Container In Invalid Format

After applying one-off patch for <Bug 22156535> , the orclActiveStartDate is now being set in the Reservation container in LDAP (LDAP Sync is enabled) where as without that patch, orclActiveStartDate is not set in the Reservation container. The problem is that its trying to set it in the format YYYY-MM-DD instead of YYYYMMDDhhmmssz like LDAP expects. and user creation is failing.
The user creation should be successful with proper date as LDAP excepts .
The issue can be reproduced at will with the following steps:
1. Login OIM with patch 22156535 applied.
2. Create a user with all the required fields with start date and end date.
3. The user will be created in OIM but immediately it would fail to create a user .
