Unable To Access Reports From OPAM Web Console

Information in this document applies to any platform.
Administrators using the OPAM console report they are unable to access a few pages including Deployment reports, usage reports and failure reports. These users see the following error:
"OracleJSP error: java.io.FileNotFoundException"
The following error is seen in the OPAM server diagnostic logs:
"Could not initialize class sun.awt.X11GraphicsEnvironment"
The error occurs with current versions of web different browsers.
The issue can be reproduced at will with the following steps:
- Log into the OPAM admin console
- Click on usage reports (or deployment reports, or failure reports)
- Error OracleJSP error: java.io.FileNotFoundException:
