LDAPSync Proxy does not Work after Upgrade of a Fusion Apps Enabled OIM-OID Environment (Doc ID 2240039.1)

Symptoms

After upgrade of OID and OID for a Fusing Apps environment, the Proxy user no longer works for User Create and Modify.

OIM and OID logs shows LDAP Error 50 "insufficient access rights"

Have to use cn=orclamin, but that breaks LDAPSync recon.

How to fix Proxy User (cn=oimadminuser,cn=systemids,dc=...) so that it will work properly
