OID 11g: OID Installation and Functioning Hang or Timeout on Windows when IBM Tivoli Monitoring Agents Are Running. (Doc ID 2240723.1)

Symptoms

OID 11.1.1.9

+. It was noted that OID 11.1.1.9 Installation / configuration was failing earlier due to Tivoli monitoring agents.
After stopping the agents install was successful.

+. After installation found that OID functioning is not proper with Tivoli monitoring agents running.

+. Also you can face issues connecting to OID ldap server using ODSM GUI console when Tivoli monitoring agents are running.

+. No errors in the log, and all components are running. But when tried connecting to OID server using odsm, there is a timeout. Same when trying to log on to the application, OAM gives an error. After a long while (30-40 mins) everything seems fine, no timeout.

+. Have tried to stop OID server and start again, and then stop the agents when the logon to OID server is hanging, then after agents is stopped and  refresh the page, are able to login. So it seems that the agents are causing the timeout.

+. Also during stable operations Tivoli Identity Manager seems to experience timeouts when connecting to OID Ldap. Killing the agents also solved this.

+. So it seems that the problems is not just related to installation but normal functioning of OID.
