Goal

Receiving the below error message when in the Runtime Server Administration.

"No connection could be made because the target machine actively refused it."

Unable to connect to the RTS instance and no longer able to see the Import or Export or OCR, Classify, Extract instances. In addition, OCR is hung, and there are over 500 batches in import waiting for OCR.
