Symptoms

 A newly created Desktop Browsers page variant of Sign In system page is not displayed to users when they logout from (non-public) Portal.

Changes

Access WebCenter Portal as administrator
Navigate to System Pages (Administration : Settings : System Pages)
Create a page variant of Sign In page

Cause
