During Upgrade 'soa-infra' Deployment Fails with "BEA-149231" with "Unable to set the activation state to true for the application 'soa-infra'." and "KeyStoreFilename not supplied" (Doc ID 2241493.1)

Symptoms

While performing the steps to upgrade to 11.1.2.3.0 version, the soa-infra application does not start after the SOA 11.1.1.9 upgrade.

A review of the log shows the following message indicating that the soa-infra application cannot be activated:

weblogic.application.ModuleException: [HTTP:101216]Servlet: "SOACompositeStorePort" failed to preload on startup in Web application: "/soa-infra".
javax.xml.ws.WebServiceException: weblogic.wsee.ws.init.WsDeploymentException: weblogic.wsee.security.configuration.WssConfigurationException: KeyStoreFilename not supplied

at weblogic.wsee.jaxws.framework.jaxrpc.TubelineDeploymentListener.createServer(TubelineDeploymentListener.java:85)
