Symptoms
Given you have a table with a BLOB field where the BLOB contains a .ZIP file, usually about 15MB.
Run a query in SQL Developer to isolate a single record and download the ZIP file for that record.
When saving to a local drive, the download completes in a couple seconds.
When saving to a network share, it takes 20-30 minutes.
There is no unusual network traffic to explain the dramatic increase in time.
