URL is Protected by Oracle Access Manager(OAM) 11g Does not Work When Clicked the First Time and Give the Error: "System error. Please re-try your action. If you continue to get this error, please contact the Administrator"

Using Oracle Access Manager 11g (OAM 18.104.22.168.6) and Webgate 22.214.171.124.0:
When clicking for the first time on the URL in the system generated emails from Primavera Unifier, the URL opens Oracle Access Manager system error with the message below and from the 2nd time, it works fine and goes to login page.
STEPS TO REPRODUCE:
1. Attempt to click the hyperlink in the auto-generated task email(s).
EXPECTED OUTCOME: To be redirected to the Unifier Login page.
Customer clicks the hyperlink and it fails, they immediately try again and it works and redirects them to the login page.
1. User clicks on email link the first time, It does not work and redirects to the link below with OAM system error (System error. Please re-try your action. If you continue to get this error, please contact the Administrator).
2. User clicks on the SAME email link a second time, IT DOES work.
