SOA-INFRA with Partitions Displays Pending Status for Partitions

Symptoms
Upon logging in to EM for a SOA installation with partitions, the partition status in EM shows 'Pending' although the composites are up and running without any issues.
Also under deployments in EM Home screen there are some with status 'Unknown'
