"The user entity does not exist": Error Occurred To Sign-Off OIM Certification In OIM-OAM Integrated Environment

Symptoms
LDAPSync is enabled between OIM-OUD using LibOVD and syncing only vendor’s identities. OIM provisioning employees to AD using AD connector. OAM providing SSO using OVD, which is a virtual view of both AD and OUD.
Error occurred to Sign-Off OIM Certification in OIM-OAM integrated environment.
OIM 11g r2 is integrated with OAM 11g r2 for SSO.

The issue can be reproduced with the following steps:
In OIM, Entitlement Certificate is created and assigned to Certifier.
Certifier login to OIM and certified all the access.
Certifier clicks on Sign-Off to complete the certificate. Popup displays asking certifier to enter Password.
On entering password and submitting button, Error page displays.
