Cannot Add New Login After Upgrade

Cannot add New Login into ESSO LM
Performed an upgrade to Oracle Enterprise Single Single Sign-On Logon Manager version 18.104.22.168.1. When attempting to add a new logon for an application in the Logon Manager client, the user is prompted with a quick popup looking for PIN, but nothing further.
The user should be able to add a new logon without getting the PIN prompt to authenticate.
STEPS TO REPRODUCE
- Install ESSO Logon Manager 22.214.171.124.1
- Open Login Manager.
- Click Add+. A quick PIN screen flashes by....the New Logon dialog screen never appears.
Installed the ESSO-LM 126.96.36.199.1 client using the base installation package without creating a custom MSI package with the configuration from the previous version.
