Error Provisioning Siebel Account With OIM - "<ROW ID> Is Not Available In Target Siebel System" (Doc ID 2245060.1)

Symptoms

OIM instance is unable to provision Siebel positions to users if the positions are not under the Default Organization in Siebel.

Getting the following error:

Caused By: org.identityconnectors.framework.common.exceptions.ConnectorException: org.identityconnectors.framework.common.exceptions.ConnectorException: Primary Position : "4-4GC7WS7" is not available in target Siebel system

The positions do exist in Siebel.
