Unable To Install WebLogic Application Server Due to Tmp Directory Error, "Unable to determine install.properties location" (Doc ID 2245478.1)

Symptoms

Not able to install WebLogic application server

The following command to run the installer does NOT get started.
/path/to/directory/jdk1.8.0_121/bin/java -jar fmw_12.2.1.2.0_wls.jar

 

Fails with below error:

Could not execute /path/to/directory/tmp/OraInstall2017-03-13_12-51-58PM/install6077099181261438229.sh

or an error similar to this may occur,
