OHS Fails to Start on Port Below 1024 on Linux 6 with Error "Permission denied: make_sock: could not bind to address" (Doc ID 2245854.1)

While starting Oracle HTTP Server on privileged port (below 1024) on Linux 6, it always fails and the following errors can be seen in $DOMAIN_HOME/system_components/OHS/ohs_nm.log

<2017-03-09 15:45:13> <INFO> <OHS-0> <no listening sockets available, shutting down>
<2017-03-09 15:45:13> <INFO> <OHS-0> <AH00015: Unable to open logs>

Changed the Listen port to a privileged port (<= 1024) and followed the Documentation steps listed in the below documentation:

Also confirmed that the Port 80 is available and no other process is listening     

netstat -ano|grep -i 80
