Device Not Registered if the CSR case is not closed, is this expected? (Doc ID 2246500.1)

Symptoms

Created policy and rule to send a OTP email when the device is not registered.

The steps below reproduces the scenario.

1. The first time I log in with an unregistered device, I am taken to the OTP challenge page. The page is displayed along with the check box to to register as safe device. Enter OTP and select check box as safe device. Hit continue. Login successful. Log back out.
2. Log in and not prompted with OTP challenge email. Log back out.
3. Next, I create CSR and unregister the device.
4. Log in again and taken to the OTP challenge page. The page is displayed along with the check box to to register as safe device. Enter OTP and select check box as safe device. Hit continue. Login successful. Log back out.
5. Log in. OTP challenge email page is displayed showing device is not registered.
6. Can repeat step 4 and 5 and device is never registered.

Need to resolve why the device is not being registered in the above use case scenario.
