EBS Provisioning is Throwing OIM_FND_GLOBAL.APPS_INITIALIZE Error. (Doc ID 2246637.1)

Symptoms

While using OIM EBS User Management Connector and provisioning users to EBS few users fail to get provisioned.

The error seen in the log:

For example: 4 to 5 users out of 50 users fail to get provisioned, but later, if one retries the Rejected "Create User" process task from the resource history of the account, it get completed and provisioned successfully. 

 Steps to reproduce:

1- Install and configure the OIM 11.1.1.5 EBS User Management Connector
2- Provision accounts to EBS target and notice a few of the accounts will not get provisioned because of the error noted above.
