Symptoms

While using Oracle Identity Manager (OIM) EBS UM 11.1.1.5 Connector and provisioning users to EBS, a few users fail to get provisioned.

The error seen in the log:

For example: 4 to 5 users out of 50 users fail to get provisioned, but later, if one retries the Rejected "Create User" process task from the resource history of the account, it completes and is provisioned successfully.
