EBS Provisioning is Throwing OIM_FND_GLOBAL.APPS_INITIALIZE Error.

Information in this document applies to any platform.
While provisioning users to EBS few users fail to be provisioned. For example: 4 to 5 users fail to provision out of 50 users. However, on retrying the create user task from the resource history the account is provisioned successfully
