CSV EXPORT NOT WORKING PROPERLY IF IE BROWSER LANGUAGE IS SET TO FR-CA

Export to CSV not displaying output properly when fr-CA is used as browser language but works fine when using en-US language and all other languages.
1. Create a simple Interactive Report using any table. Edit Globalization Attributes -->browser (use browser language preference).
2. Open IE browser --> Tools --> Internet Options --> Languages --> Add --> French (fr-CA). Ensure that it is the first language in the list by moving it up.
3. Execute the application in the browser and export it to csv format. The issue is when you use fr_CA the open does not open properly, since it becomes ; (semi colon) delimited automatically.
The same in file in English is comma delimited.
This issue is specific to IE browser.
