Date Picker Format Mask Not Editable Particularly With Mobile Application (Doc ID 2247853.1)

Problem :
Although the Globalization Date Format has been set to DD-MM-YYYY HH24:MI:SS , date shows as MM/DD/YYYY and time has AM en PM suffix.
Have used the Min and Max date fields to restrict the allowed value to just 1 date and time : 201703102201
When running simple page (in the browser) the date field is defaulted to 03/10/2017 --:01 (the hours are missing).
When pressing the up or down arrow the hours appears.
No other dates or hours are allowed (this is as expected).
But when running the same page on mobile phone (Iphone /Safari) the restriction on allowable dates is ignored.
The date field is initially empty and after selecting a date (without restrictions) the date format seems to be dd mon yyyy HH24:MI
