OWSM Policy Does Not Work With A Certificate Using A SHA1 Algorithm on WebLogic Server 12c (Doc ID 2248404.1)

Goal

A copy of the OWSM policy:

oracle/wss10_message_protection_client_policy

is being used in a service client.  The service requires the SHA1 signing algorithm ("http://www.w3.org/2000/09/xmldsig#sha1"). 
When there was an attempt to change the signing algorithm to SHA1, the message is only signed using a SHA2 algorithm ("http://www.w3.org/2001/04/xmlenc#sha256").

Why can't a SHA1 algorithm be used with OWSM policies?
