OAM OHS WebGate 12.1.2 has Connection Issue after Upgrading to Oracle Access Manager 11g R2PS3 (OAM 188.8.131.52) and Getting the Error: The AccessGate is Unable to Contact any Access Servers

Using Oracle Access Manager 11g R2PS3 (OAM 220.127.116.11) and OHS WebGate Version 18.104.22.168.0 :
After upgraded OAM from 11gR2PS1 (22.214.171.124.0) to 11GR2PS3 (126.96.36.199.0), when clicking on the download button on the OAM Console (Navigation Launch pad->SSO Agents->search and select Agent-etting >Download), seeing that WebGate files are getting modified on the OAM Admin Server WebGate directory(Path $DOMAIN_HOME/oam_domain/output/SSO_AGENT_NAME) and seeing that additional file cwallet.sso.lck and additional directory wallet is being created.
Before upgrade only ObAccessClient.xml and cwallet.sso used to be generated.
After the upgrade, copied the ObAccessClient.xml and cwallet. files to OHS then restarted OHS but unable to access the application and OHS throws the Error below:
