Symptoms

Oracle WebLogic Server - Version 10.3.6

On WebLogic Server 10.3.6, after adding Siteminder authentication provider the server will not start and fail with below error.



The issue can be reproduced at will with the following steps:
1. Add Siteminder authentication provider
2. Restart Weblogic server
