Oracle Access Manager Upgrade From 11.1.2.2 To 11.1.2.3 Unable to acquire lock on key CONFIGoam-config.xml

• In  the process of upgrading OAM 11.1.2.2. to OAM 11.1.2.3.0
• Following instructions at: Fusion Middleware Upgrade Guide for Oracle Identity and Access Management, Chapter 8 Upgrading Oracle Access Management 11g Release 2 (11.1.2.x.x) Environments, 8.10 Upgrading System Configuration
• Currently at step 8.10 and facing below errors:

OAM Upgrade 11.1.2.1 to 11.1.2.2 UpgradeConfig Command Fails with "Unable to acquire lock on key CONFIGoam-config.xml for user READER" (Doc ID 1937937.1), did not resolve the issue
