Symptoms

In the Content UI, users are able to view redacted content by clicking on the Native/Weblayout URL links or the Download button in the Summary tab.  Unprivileged users should see a message like the following instead:

"You have access to only the annotated versions of this document because its contents include redacted portions you do not have permission to view."

Cause
