Title Field Not Editable When Framework Folders Are Enabled

Symptoms
In a WebCenter Content 12c instance, on check-in page Title is not editable and have to move to Title field by using tabs. If clicked in the Title text box, it does not allow editing. If there is some text in it, then use the 'x' mark in the text field to clear the content and only then the text field is editable. This makes the Title field totally not usable, checked for other fields and the same behavior exist for other text fields as well.
Noticed this behavior after enabling Framework Folders.
TestCase as conducted on Internet Explorer:
a. On a WebCenter Content 12.2.1.0.0 instance, navigate to Standard Check-in page.
b. Try to edit the Title field.
c. Now browse and select an enterprise library or a folder in the Folder field.
d. Try to edit the Title field.
Expected Result - Title field should be editable before and after selecting an enterprise library or a folder.
Actual Result - Title field is only editable before the folder/library is selected or after the field is cleared by clicking the 'x' mark
