Unable To Deploy SOA Composites To SOA Server Using JDeveloper (Doc ID 2251655.1)

Symptoms

Using SOA Suite JDeveloper 12.2.1.0, unable to deploy composites to SOA Server. The error below is seen when deploying in the JDev logs:

SEVERE: javax.naming.CommunicationException: Failed to initialize JNDI context, tried 2 time or times totally, the interval of each time is 0ms.
t3://<ip address>:<port>: Destination <ip address>, <port> unreachable.; nested exception is:
java.net.ConnectException: Connection timed out: connect; No available router to destination.; nested exception is:
java.rmi.ConnectException: No available router to destination. [Root exception is java.net.ConnectException: t3://<ip address>:<port>: Destination <ip address>, <port>  unreachable.; nested exception is:
java.net.ConnectException: Connection timed out: connect; No available router to destination.; nested exception is:
