Publish Fails Intermittently With "java.lang.ArithmeticException: / by zero" Exception (Doc ID 2252089.1)

Symptoms

When updating content and publishing an asset again, the publish fails intermittently. The destination trace log shows that 0 resources are to be published which explains why the divide by zero occurs. However, there should be one asset in the publishing session.
