WebCenter Content: Imaging Input Files Coming from WFR are Failing with Error "file Is Zero Length. Documents Must Have A File Length Greater Than Zero" (Doc ID 2252097.1)

Symptoms

The WebCenter Content: Imaging Input Agent is failing on some input files originating from WebCenter Forms Recognition (WFR) with the following error:

"file is zero length. Documents must have a file length greater than zero"


Also, the below error occurs in the Imaging log:
