tcDatabaseClient Returns NullPointerException with OIM Scheduler (Doc ID 2252166.1)

Symptoms

 OIM Scheduler uses the OIM api tcDataBaseClient() for running the query on the OIM DB. This is failing with the Null Pointer exception:
