BPM REST API 'Get Processes' Returns Method Not Allowed

Symptoms
When calling BPM 12.2.1.1 REST service for Get Processes,
http://<host>/<port>/bpm/api/3.0/processes
'Method Not Allowed' error is returned.
According to the documentation, this call should be allowed. It also is confirmed working in a cloud (PCS) environment.
