HTTP 403--Forbidden Error When Consuming Content. (Doc ID 2252211.1)

When a user that has the WebCenter Content admin role attempts to consume a content item's weblayout file it fails.

An HTTP 403 error is generated.

The Content Server log will show a message like the following:

Doing a GET_FILE on the vault file still works.
