Symptoms

When attempting to access URL: http://<host_name>:port/ords/f?p=<appid>
the following error occurs:

Error in PLSQL code raised during plug-in processing.

STEPS

1. Enter in a Browser the apex url to execute a particular application
2. Get the errors instead of the page expected
