"No Valid Provider Found For Conversion" Error During IBR Conversion

On : 188.8.131.52.0 version, Content Server
No files other than PDFs are getting into IBR for conversion.
No Valid Provider Found For Conversion
The issue can be reproduced at will with the following steps:
1. Checkin a PDF and see it is going to IBR for conversion
2. Checkin any file of any format other than PDF and see the error message "No Valid Provide found for Conversion" error in Administration->Refinery Administration->Conversion Job Status
