Rich Text Editor and diacritics in Apex older than 5.1 (Doc ID 2252898.1)

Symptoms

Rich Text Editor alters the characters with diacritics.

When an application user enters text containing characters with diacritics into Rich Text Editor control, it is displayed correctly.
However, when the same text is selected using query in interactive report (or SQL Developer) it is displayed incorrectly.

Example:
"Szczegółowy opis zmian według raportu różnicowego i protokołów zmian."
is displayed as
"Szczegółowy opis zmian według raportu różnicowego i protokołów zmian." is displayed as "<p>Szczeg&oacute;łowy opis zmian według raportu r&oacute;żnicowego i protokoł&oacute;w zmian.</p>"

Other controls (text, text area) do not have this problem.
When the text is generated e.g. by trigger and then displayed in Rich Text Editor, it is displayed correctly, but after the first update in form using Rich Text Editor it is displayed incorrectly.
