Proxy not Being Used For Logging Into Developer/Team Server Cloud Service

Information in this document applies to any platform.
While trying to log into the Oracle Cloud Developer/Team Server service using JDeveloper 220.127.116.11.0, an exception is seen.
The proxy is correctly setup using JDeveloper options setting.
Exception seen is this:
The issue cannot be reproduced directly in Oracle network or from open Internet where DCS is always reachable without proxy. Need an environment that does not allow a connection without proxy.
