How to Deploy Manual Configuration Changes in Oracle Traffic Director (OTD) 12c? (Doc ID 2253333.1)

Goal

It is always recommended use the Fusion Middleware Control Console (FMCC) to make configuration changes.  However if for some reason FMCC is not available or the change being made is not supported via the FMCC,  a manual edit of the configuration files may be needed.  How to deploy the manual change in OTD 12c?
