SOA Composite Processing Payment Files Twice From Each SOA Managed Server (Doc ID 2253706.1)

Goal

In a SOA 12.2.1 domain with 2 clustered SOA servers, an FTP Adapter Composite with the singleton property set to true is used to process files from an external source.

With this setup, files are being processed twice by composites. Why is this the case? Shouldn't the singleton property prevent this?
