Symptoms

A customer when starting a second OSA (Oracle Stream Analytics) server in a HA cluster setup, the following warning message is logged and shown in the console. The applications enter a "RESOLVING_DEPENDENCIES" state. Eventually the second OSA times out and shuts down.
