Slow startup of Managed Servers with Signature java.io.UnixFileSystem.getBooleanAttributes0 on Thread Dumps (Doc ID 2255765.1)

Symptoms

 Upon starting managed servers on some specific Fusion Middleware Products (such as WebCenter Portal, WebCenter Sites or WebCenter Content), these will take in between 15 to 60 minutes to start. Collecting thread dumps on it, will show the following signature as hogging thread upon startup:
