Symptoms
Adding a long list list of illegal password values (over a thousand values) in Oracle Internet Directory (OID) 11g password policy via Oracle Directory Services Manager (ODSM) as comma separated values fails with:
(x) Error
Modify Failed. Host='<OID_HOSTNAME>' Details: [LDAP: error code 2 - Decoding Error]
Modify Failed. Host='<OID_HOSTNAME>' Details: [LDAP: error code 2 - Decoding Error]
Via command line also fails with:
