"Connection reset by peer" with IE11 after Upgrading to WebLogic 12.1.3 (Doc ID 2258112.1)

Symptoms

After upgrading WebLogic to 12.1.3, clients encounter "connection reset by peer" error frequently while loading the data from JSP.  The same code works fine on previous versions of WebLogic.

The issue occurred only on IE 11 browser.  There were no issuee for any other browser.  An example of the error stack follows:
